minutes and hours

I have a format in a cell using the minutes and hours option in Excel and it
will not take it. I want to be able to type in 15 and it gives me 15
minutes. What is the solution to my problem. Please help. I am on a time
restraint.
 
What fomat are you using?
If it uses hours and minutes, try typing 0:15.

My client would like to avoid typing in the zero before. Is there another
way? They would like to just type in the 15.
