Minimizing Open Windows

On a few of our machines running Windows XP SP2, when the users have more
than one open window on the taskbar, when they click on another one at the
bottom of the screen it does not appear. it indents as though it has been
selected but nothing comes up on the screen. the user has to manually
minimize the window they have open in order to have the other one appear.

Any Ideas
