Minimized tabs are not shown on my task bar

I am having a problem that I am unable to figure out. When I minimize a
window or web page it does not show up on my taske bar. When I run my "task
manager" I find all these windows running and I have to manualy end each
task. I have tried all the options in my task bar properties to no avail. I
have also tride "system restore" (to restore my system to an earlier date)and
it is not functioning, when system restarts I get a pop up noting that the
system restore was unable to restore from the date that was choosen and to
choose another date. I get the same message on any date I choose.
