minimize, restore/maximize buttons are missing from worksheet

When an excel file is opened normally there are two sets
of min restore/max and close buttons. Let's call them
upper and lower. When I open a particular file the lower
buttons are missing and I cannot get them back so I can
maximize the window. Any ideas?

It sounds like the workbook's window structure is protected. Click on
Tools > Protection > Unprotect Workbook to get them back.
