min:sec formated as am pm

I've got an Excel 97 spreadsheet with cells formatted as time type 13:30.
When I enter a time 4:30 (4 minutes, 30 seconds) it changes it to 4:30am.
The type still shows 13:30 however. What is wrong?

When you enter a time, you MUST start with hours. So to enter 4 minutes and
30 seconds you need to type 0:4:30 . If you just type 4:30 this is
interpreted by Excel as 4 hours and 30 minutes.
 
It is a general windows setting, You can either change the format under
format>cells>number>time to
hh:mm as opposed to hh:mm AM/PM or you can set it default under
start>settings>control panel and regional settings/language options
(depending on the OS), then change the default time to HH:mm:ss (note the
caps, hh is 12 hours)
