You need to use either Eudora or Netscape 4.x as a third-
party intermediary. Eudora has a problem with attachments,
so if you have a lot of these then your best bet is
Netscape 4.x

Copy all your mail folders (the ones WITHOUT the
extension) into your new instance of Netscape. Open up
Netscape and open each folder. This will build the index
files. then close Netscape and you should be able to
import in Outlook.
