migrate from NT to AD

We are having around 15 different NT domains in the region and we want
to upgrade them to a single AD domain. Each of them are not trusting
each other and locate in different physical locations. The new AD
domain is set in Native mode. 90% of the users are using w2k prof and
the others are still w98. Is there any method of migrating the users
into the new domain without recreating everything? We migrated the
last 2 NT domains by brutal force, just create brand new user
accounts, new password, copy application setting, move share folders
to the new server and setup security each by each. Is there an easier
way of migrating users? Or is it suggested to create new domain on
mixed mode and move users there?
