Microsoft.Web.Services3.Design in application console

I am trying to convert a application Windows project in a application
console. But I have problems wioth some classes.

My question is : is it possible to use Microsoft.Web.Services3.Design
in application console ?

All classes using this namespace give me errors !

Any idea ?
