Microsoft should resolve all of the "rules do not auto run" posts

There are dozens of postings in here about people unable to get their rules
to run automatically. I am one of those people. I have heard about 32kb
limits, suggestions to remove the "stop processing more rules," runnng
"outlook /cleanrules" (frequently posted by ChrisO as a solution that also
does not work), deleting your rules and recreating them, exporting rules,
deleting, importing, and other similar solutions. Maybe these solutions work
for some people, but there are quite a few of us who still have this as an
open problem.

Upgrading to 2007 is not an acceptable solution. Microsoft appears to have
broken something here, since several users have suggested that the problem
began after installing a patch from Microsoft Update. I am not sure when my
problems started, and it does not appear to be limited to any particular
computer for my user ID.

For myself, I am running Exchange 2003 on Win2003 and using Outlook 2003.
Everything is on latest service pack and all Microsoft Updates have been
applied.

I would suggest that Microsoft fixes this problem with Exchange or Outlook,
wherever applicable, and do so with version 2003, not force us to the next
version of Exchange or Outlook to get it fixed, since this is not an
acceptable solution.

I also do not believe that any of us should have to pay Microsoft for a
solution via a tech support call, should a solution even exist.

-----Don't abuse the suggestion feature for issues-----

There are many ways to break your rules so therefor there are several
solutions posted. Upgrading to Outlook 2007 is never posted as a solution
because;
1) it hasn't been released yet
2) rules should work perfectly well on Outlook 2003 based systems (and
previous)

Just trying some solutions doesn't help you to narrow down the issue. For
instance is the issue tied to;
-the machine
-the user profile
-the mail profile
-the usermailbox
-the entire Exchange server

Just stating "it's broken" doesn't help anyone with trying to fix it. Run
some tests to determine the above and post back results.

BTW: All these tests of course should be run against plain vanilla Outlook.
Add-ins, SynchSoftware, Virus scanner, Anti-Spam applications, fax software
and I don't know what all tries to integrate with Outlook these days should
be disabled as these are also known sources of preventing Outlook to run
normally.
