I recently read in a pc magazine about a microsoft add-on software that
would add a set of policies on a xp machine that would restrict users
from accessing various windows features. For example a machine in an
internet cafe or school. This was a free download. I cannot remember
the name of the software.
I am sure that I am not explaining myself well but that is all that I
can remember.
Can anyone help?

I think you are talking about the Shared Computer Toolkit available from
Microsoft.

Check the following URL for more information:
http://www.microsoft.com/windowsxp/sharedaccess/default.mspx

That page also has links (on the RHS) to download the utility or order it on
CD.
