Microsoft Outlook won’t start – It is messed up with msncon32.dll

When I click on Outlook, it opens with an error message which reads:

“The Add-in “Outlook Connector Extensions (msncon32.dll)†cannot be loaded
and has been disabled by Outlook. Please contact the Add-in manufacturer for
an update. If no update is available, please uninstall the Add-in.†Then I
click on OK.

The next stage is also an error message which reads:

“Cannot open your default e-mail folders. An unexpected error has occurred.
MAPI was unable to load the information service msncon.dll. Be sure the
service is correctly installed and configured.†Then I click on OK and the
outlook page disappears. Therefore, I am unable to open Outlook.

I have done everything possible. I installed a new version of outlook
connector and I installed the Office 2007 SP1 KB936982 Fulfile-en-us update
which is suppose to take care of the MSNcon32.dll but it has not taken care
of it. Right now I am working with RegCue.

Please note that this problem is on my Windows XP Pro machine and it is not
on my Windows Vista Ultimate machine, the same software installed on both
machines at nearly the same time.

The problem may be related to an invalid entry or incorrect entry in my
Windows Registry and RegCue is confident that it can alleviate this problem
if I do the search explained below.

The SFC program was created to scan all protected files to verify their
versions and replace them if necessary. If SFC determines that a protected
file is corrupt or missing I will be asked to insert my Windows installation
CD.

In order to use the System File Checker tool to scan all of the protected
files on my computer I have to click ‘Start > Run’ and then in the Open box,
type: sfc /scannow. Then click OK.

I put my Original CD Windows XP Pro into my machine and I clicked on Start >
Run > typed sfc /scannow, and hit OK. Then the machine asked me for my
windows XP Pro CD which I inserted. Then the machine told me that I had put
the wrong CD into the drive. Therefore, it would not honor the CD and
refused to proceed. I don’t know why it acted this way but it must have
something to do with SP 2 or SP 3. I have a copy of the SP2 disc and I made a
copy of the download from Microsoft for SP3 but I don’t know how to use them.

Nevertheless, I was not able to run the Windows System File Checker Utility
as described in this Microsoft Knowledge Base article
http://support.microsoft.com/kb/310747. I want to be able to run this scan
if at all possible.

Could you please tell me how to handle the Windows CD problem since it
cannot be viewed to install the files necessary to the scan, or perhaps there
is another way to handle this problem or the Microsoft Outlook problem. I am
not a real experienced operator so you may have to include details if you
want me to understand your instructions.

Please do not use a registry checker/cleaner as they often cause more problems than they purport to solve.

How did you solve the problem? I received the same messages, but on the
Windows Vista. I haven't done anything, I don't want to mess my computer
(since I don't know too much about them). Thanks!
