Microsoft Outlook says the set of folders can not be opened

I get the following message when I am trying to open Microsoft Office Outlook:

Cannot start Microsft Office Outlook. Unable to open the Outlook window. The
set of folders could not be opened.

Use the Mail applet in Control Panel to fix your profile so that it points
at your folder file.
