Outlook won't open, gives message to run repair tool. Repair tool won't run,
says pst file is in use. Dug into where it might be in use - says it's open
in System. Doesn't help me... how to I close it so I can run the repair tool
and change the auto-delete function on deleted emails?

That's possible. Reboot the computer and run scanpst before starting
outlook. If you have outlook in the Startup folder, hold shift as windows
boots.

I did that, more than once - I don't have it in the start-up folder, I've
rebooted, I tried the last known good configuration - no luck. Any other
ideas?

First, try to open Outlook in the safe mode. If this does not works either, close your Outlook 2007 and stop any other add ins which access Outlook file. and then try to run Scanpst.exe for the repair work.

The reason behind this error could be PST corruption, you need to repair itusing scanpst.exe tool. If this tool unable to repair or it is not helpingyou then i suggest you to use third party tool to fix it easily. you can go for Inbox PST Repair Tool which is far better and more powerful than scanpst.
