Microsoft Outlook 12.0 Object Library Missing

Hi,
I'm using Office 2007 to develop my tool,it happens that after every
updatre in the tool a user with Access 2003 finds difficulty in opening the
tool because he has a missing reference in "Microsoft Outlook 12.0 Object
Library".
Everyday i this user should stop working till i come and uncheck the
missing reference.
Can i do this automatically through VB ?
