microsoft office outlook is offline

the outlook icon located in the right lower corner of the screen where time
is displayed, has a red square with the white cross on it showing that
microsoft office outlook is offline. however, when i send or receive e-mail
the icon shows that outlook is online. why the microsoft office outlook does
not have online status all the time?
 
Under the File menu, is Work Offline checked?

account will be deleted without reading.

After furious head scratching, wells fargo asked:

message "microsoft office outlook is offline"

i get the same icon on the bottom right hand side of the screen but on the FILE menu the the "work offline" option is not ticked.
Any other ideas?
