Microsoft Office Outlook 2007 does not open

On clicking the exe file I have suddenly started getting the message "Cannot
start Microsoft Office Outlook. The command line argument is not valid.
Verify the switch you are using"
To my knowledge I have not made any changes in the system which has been
working fine for several months. Where do I see the command line and the
switch and how do I change it?

No, I do not have a previous version. I find that I can run the program as an
administrator, but despite giving full rights I cannot open it as a user

I get the same message even when using the exe file directly i.e. without any
shortcut
