microsoft newsgroup response time

What happens when you use a genuine Microsoft product, such as Outlook,

Nothing, because Outlook doesn't do newsgroups. Outlook Express does.
They are NOT the same thing.

Forte (the "e" is actually accented, but I'm too lazy to look up the
keyboard code) is definitely an American company, as a simple Google
search would have revealed.

How so? Outlook does do newsgroups with the help of OE. When you use
Outlook to read newsgroups, it looks different than if you use OE. Have
you ever used Outlook for newsgroups?

With QOS they can prioritise packets based on the packet content. This can
slow down Usenet service even if you use a paid server. Most ISPs are
offering some form of VOIP and some are using QOS to give VOIP priority.
There is also some talk of ISPs using QOS to throttle back traffic to
other networks or service providors that don't pay them for priority.

You've managed to explain one way the ISP is able to do this. Not what the
solution to the OP's problem is and that is how to get the speed back. I
suggested the only way I know of to do this.

It sounds like Louis followed your advice and complained to his ISP. His ISP
came up with a plausible explanation and is apprantly working to fix the
problem. I was trying to give him some ammunition to use in his complaint.

Problem fixed. I assume re-configuration of DNS servers by ISP is
what fixed the problem.

Kerry, you are correct. I called ISP and complained but was assured
they do not use QOS to throttle newsgroups. I was asked to run
tracert and was told the problem was within Microsoft network since
the command timed out after making it to Microsoft network. Not fully
understanding tracert command, I was unable to pursue further even
though I was reasonably sure it was not a Microsoft problem. Your
statement "It's not unusual for trace route to die once it hits
someone's internal network." was the ammunition I needed. I refused
to accept that answer when I called again and finally I was
transferred to technical support. Within minutes, the tech identified
the DNS servers as the likely problem. Problem fixed within 36 hours.
