I have a wireless keyboard, that upon rebooting always
reverts back to default whereas the "F Lock" is always
performing other functions rather than standard
functions; example, F5 is refresh, but brings up an Open
Command. Is there a way to revise the "F Lock" to be more
of a windows default and not it's own?

Check the keyboard settings in the Control Panel to make
sure that you are using the correct code page for the
country you live in. The keyboard layout differs from one
country to another.

Otherwise, look in the Device Manager to find out if the
correct "driver" is installed for the keyboard. The correct
make and model of the keyboard should be shown there.
