How would one go about checking to see/confirm a person does indeed possess
the Microsoft Core certification. That is the first test to many tests but it
is graded and a certificate is given. Why cant any shop open up and claim an
education background?

What TF does it matter if they fix your PC properly ?

If they do not give you the information you would need to verify,
there is nothing you can do.
They can choose to give you as much or as little as they want.
As always, make your decision based on available information.

I've seen people with certs and degrees that are dumb as posts

Very true. Certificates and degrees mean relatively little to me. Just
because someone is capable of passing a test or series of tests to
receive a certain certificate or degree does not necessarily mean that
this person is actually skilled at what they do. Those are two completely
different things and have little to do with one another.

Everyone can study to pass a test. However, not everyone can actually do
something useful with the information they have learned.

FWIW I think the MSCE is a meaningful cert. As compared to say
A+.... It's not a CCIE though :-)

Way back years ago, when Novell was King, Novell had a certification called
"CNE" which stood for Certified Network Engineer. Novell had a paper mill,
they cranked out thousands of CNE's and the joke was, you could take your
CNE certificate and $3.95 to any Starbucks and get Coffee.

I would take experience over a certification any day.

I and others call them "Paper MCSE's" or "Paper Whatever". Have the certs,
but have zero practical experience. And yes, some of them are dumber than a
sack of hammers. Worse yet, they have no conception that what they see on
the tests, is rarely what occurs in the real world.
