Depends on which search engine but they help. the first one may assist in
setting a schedule for the search engine, though in all likelihood the
search engine does what it wants anyways. The second one is important
because it lets the search engine know it can scan any of the pages linked
to off the page. Usually the second one is included in a page to tell the
search engine not to follow links, but it can be just as useful this way.
