Messenger Service? Start | Settings | Control Panel | Administrative Tools | double-click Services | double-clic Messenger Service | Startup dropdown | Manual. Reboot. This is permanent. You could just choose Stop by right-clicking the Messenger Service and turn it off. But it will start the next time you boot unless you change the Startup behavior.
