Messener + Outlook Express

Is there a way to make MSN Messenger *NOT* to launch when you launch outlook express? Yes there is a setting in outlook express, but it only controls automatically logging into messenger and going online, while I do not want it being launched at all.

The os is WinXP with default windows messenger and outlook express 6.0 SP1

In order to do this, close Outlook Express, then download and run this .reg file:
