Messed up settings.Windows won't open. Need help!

While trying to get my home network set up I must have done somehing wrong.
Now windows will only open to the page that says click on user but there is
nothing there. I try to reboot and it does the same thing. How do I get back
into windows XP?
 
At start up,tap the F8 key,select safe mode,enter xp as administrator.Once in
xp,you might open event viewer for OS details,and/or install xp cd,exit the
info page,go to run,type:cmd In cmd type:Sfc /Scannow When its thru,type:
CHKDSK C: /F Agree,type:EXIT Restart computer,remove cd.Next time for
homenetwork,go to run,type:INETWIZ

Try pressing the Control-Alt-Delete keys (all three at the same time)
if you get in then you can disable this feature
Start | Run <type in> control userpasswords2 <enter>
bottom of the advanced tab

If you have XP Home see if you can start to safe mode and login via
the admistrator account [no password required], then do a system
restore.
To get the boot menu press the F8 key during POST before Windows
begins to load

I can get to Safe Mode screen for a second and then it loads the sign in
page. now there is a place to sign in but I cant type in my pass word or
anything. Num lock won't release the mouse nor will the up/down buttons work.
