How would I go about messaging all the logged on users at once instead of
one by one?

Is there a 3rd party software or command line cmd?

Open up a command prompt and use the msg.exe program.

You should be able to do:

msg * all your base are belong to us

This will message all the users on that particular server
with the message, "all your base are belong to us"
