"Messaging Interface" has "unknown error". Re-start doesn't fix

I'm setting up Outlook 2003 to receive email messages from internet accounts.
It seemed to work because I received the internet email account messages,
the test was successful....Then next time I used it, to create a new message,
I get "Messaging interface has unknown error" and says to re-start or
re-install, both of which I have done and it still isn't working.
Suggestions?
 
Have you tried Detect and Repair? Help->Detect and Repair. You can also run scanpst.exe against your .pst file - if it finds errors, re-run it until it reports no errors.
