Recently updated from Windows 98 to Windows XP. Windows
had Winpopup, which let you send messages within network
without signing on to internet. Is there something like
that in Windows XP?

Greetings --

From the command prompt, "net send [username] Your Message."
It'll even work if you use Start > Run > "net send [username] Your
Message."

No, not quite. You can use the Net send command from a command
prompt window, or if you want a windowed interface more like
Winpopup, there are several third-party freeware/shareshare
choices. I use a little freeware app called Nethail, which works
fine.
