Instant Messages between PC's running Win XP & Win 98se

is it possible to run winpopup on a PC running XP Home and a PC running 98se?
I want to set up a "Winpopup" type of thing on my home network?
 
The command line command NET SEND is what XP uses instead of winpopup. Go to
Start/Run/cmd and then type in: NET SEND /? and hit enter for help.
