Message Text for Users Attempting to Logon

Sorry this is a post for Windows NT 4.0 Server. I would
like to create Message Text for Users Attempting to Logon
to my Domain. Is there a tool or policy I can create to
display this message to users authenticating to my domain?

Policies, Security Options.

This is in GP at Computer Config, Windows Settings, Security Settings, Local
Policies, Security Options.

You missed the part about this being NT 4.0, which doesn't support Group
Policy.
