Message text for users attempting to logon - Legal Notice

Under the "Security Options" of the Local Policy I set up a text (Legal
Notice) that I will eventually port to a Domain Policy once I get it to work
properly

This text I use is longer than the box being displayed and although the user
can scroll down using the down arrow, there are no "scroll down cursor" that
gets automatically displayed on the right side of the box when the text is
longer than the box.

Is there an additionnal entry that I can make into the registry that would
generate that "scroll down cursor" ?
