Message: System Restore Point Can Not Be Created...

I have a buggy piece of software that has given me problems in previous
installs. Before I try to install it again I want XP Pro to do a system
restore point. When I try to create the restore point it says "Windows
System restore point could not be created. Please restart your system and
try again. When I try again, the same message reoccurs. Any ideas why this
service will not work?
