Message rules of bounced message

I would like to reject a message and notify the sender that his message is
rejected.
I have tried with a rule but cannot find any command to notify the senden.
I have no exchange server.

And just why would you want to do that? You will achieve precisely NOTHING
other than informing a spammer that they have a "live" address....
