Message in DCDIAG

when I run dcdiag on a new server that became a domain
controller this weekend (new server is GPDCS001 and
existing is GPDCS002), I'm receiving the following
message:

Starting test: Advertising
Warning: DsGetDcName returned information for
\\gpdcs002.GCM.COM, when
we were trying to reach GPDCS001.
Server is not responding or is not considered
suitable.
......................... GPDCS001 failed test
Advertising

I cant seem to find anything on technet or
support.microsoft.com on this error. Has anyone seen
this before and have any recomended fixes? Thanks.

When I run netdiag on the same domain controller
discussed below, I receive the following message:

Domain membership test . . . . . . : Failed
[WARNING] Ths system volume has not been completely
replicated to the local
machine. This machine is not working properly as a DC.

This machine does have service pack 4 installed on it.

Is dcpromo completed successfully, watch out for dcpromo.log files... should all else fails,..demote (or forceremoval and ntdscleanup) then promote back... check for 'net share' is sysvol shared? if not then is there any specific errors - how about replmon or repadmin
