Merging toolbars

Does anyone know how I can merge two toolbars into one toolbar
permanently. I've tried dragging the toolbars, but anytime I restart
Outlook, it goes back to the default.

You can't really merge toolbars. You can drag buttons off one onto the
other, however.

If your toolbar customizations aren't sticking, search for and rename your
OUTCMD.DAT file after closing Outlook. This file is usually located in
C:\Documents and Settings\<your user name>\Application
Data\Microsoft\Outlook\. You may need to select the option to show hidden
files and folders from My Computer | Tools | Folder Options, depending on
your operating system.
