Merge Two Excel Columns into 1 Columns

Can anyone help with an issue I have?I need to merge 2 excel columns into 1. I know you can contatenate but I am having problems mergings 2 rows that have descriptions that need to be merged in to one description.

I have attached a draft version of the file and I have detailed which column needs merging.

If anyone can help it would be much appreciated.
