I discovered MOEBIUS.EXE (FSSANCTL.EXE) programs installed on my system
Both programs were installed in a Microsoft\Moebius folder. There wa
also a EULA text file that implied that it was from Microsoft.
assumed that they were from Microsoft since that was the indication
They uploaded some information to some location. Does anyone have an
idea what information was uploaded and to where it was sent? I hav
uninstalled the app and also blocked any upload or download from eithe
of those programs

As far as I can determine, this is not a valid windows file. Update your antivirus software and rescan your system.
