How can I add a control key or alt key combonation to a menu option that
doesn't currently have one?

What program? Some programs like MS Office allow editing menus and
toolbars.

afaik you can't, at least not in any reasonable fashion. The alt-key
combinations in menu's are set up (by the developer) when the program is
written. There may be some way of twiddling it through registry edits
if/once the objects have been registered, but it'd be pretty arcane, and
I don't know what it is.
