Menu Bar and Internet options

The menu bar in missing in my Internet Explorer 8 and I cannot access
Internet Options. When I try to access Internet Options in Control Panel
nothing happens. The Icon is there and I do not get any error messages
but it will not open. Any ideas?

Thanks but I tried that but the problem carried over to IE 7. I also did
a system restore, which didn't help either although I now have IE 8
back. I also tried SFC and it didn't seem to find any errors. I have
also ran complete Virus and Spyware scans and they find nothing.

Have you tried placing it back by right-clicking on an empty (gray?)
area toward the top and placing a check next to the listing for Menu Bar
(first, making sure that the toolbar is unlocked, of course)?

By the way, here is another method to bring up Internet Options:

Start | Run | type "inetcpl.cpl" (without the quotation marks) | OK

The fact that you cannot open Internet Options via Control Panel does
suggest to me, however, that you may have malware.
