Memu bars are horizontal not vertically stacked

Hi,

I just upgraded to WinXP SP1 from Win98SE on Dell 866 Mhz 512MB RAM. I
upgraded on top of Win98SE. My IE6 browser panel has all of the menu
bars listed horizontally at the top line not stacked vertically, ie,
Title bar, memu bar, address bar and google bar. No title bar and the
three buttons : minimize, shrink & cancel buttons are the classic
form.

I tried to repair problem by reinstalling IE6SP1 off a CD, same
problem.

Any help would be appreciated.
