Is anyone else having a problem with Vista recognising more than 3GB of
memory in a 32 bit environment?

When you have 4GB of physical memory you will see that reserved address
space for the system which is a logical address space with less than 4GB
becomes physical address space as well when you have 4GB. Also, some space
is reserved by the BIOS for video (this has nothing to do with the ram on
your video card). 4GB is the max address space for 32bit (a mathematical
limit). 64bit OS's have much greater address space.
