Meeting template vertical cell height

How can I adjust the height of rows in a Word meeting template? I am trying
to save space by narrowing rows, and find that when I use the vertical ruler,
the rows are locked.

Select the table, go to Table Properties, select the Row tab, and set an
Exact height.

Okay, I've done that. Now I am finding that it is extremely difficult to
adjust the width of any single cell without screwing up the entire page. I
have so messed up the arrangement of cells that it appears I may have to
delete the entire document and start over with a blank sheet, rather than
using a template. Any ideas?

I may have answered my own question: I changed the focus to cell instead of
table, and to a fixed column width.
