Meeting request is sent to uninvited user

Hi,
We are running Outlook 2003 and Exchange server 2000. For some reason when
user A sends a meeting request to user B, user C also receives the meeting
request, although user C is nowhere listed. How can this happen?
 
The most likely explanation is that C is set up as a delegate for B.
