Can you use a a cable box and hook it up to your computers graphics card
through a S-Video port to get TV on Windows Media Center?

Not too sure about that - but what I have done in the past is to route cable
tv from its decoder via a DVD/VCR out to both a TV screen and a USB TV
capture-card on my PC over coaxial cable. Then I could get the cable TV onto
the PC. S-video (in) if you have such a thing on your PC would probably give
poor quality.

But can you still do that even if it has poor quility??

Usually the S-video connector on a video card is for OUTPUT to a TV or monitor.

To INPUT video you need a capture/tuner card or USB capture/tuner device.

I have a Hauppauge WinTV PVR USB2 with a S-video input from my digital cable box
and the quality is very, very good.
