MDE greyed out on menu

When i go to tools\database utilities, the Make MDE file is greyed out on the
menu.
how can i make this functional?
 
What version of Access, and is the db in the correct format to match the
version?

IIRC, Access 2003 with the DB in 2000 format will not make an MDE
