I want to export my 7,243 Outlook 2003 Contacts to an Excel 2003 worksheet.
When I do so, Excel only shows 5,076 rows, one for each Contact it has
imported, instead of the 7,243 Contacts I want to export.

Have I hit some maximum number of rows that Excel will create from an
Outlook import? How can I get all 7243 Contacts exported into Excel, not
just the 5,076 that it seems to only want to take?

How are you exporting? Doesn't Outlook have the capability to save contacts
as a .csv file? I would do that, then import the .csv file.
