Match local and published navigation

Is there a way to get my local navigation overwrite what is published
without having to republish the entire website. I"m getting tired of
manually getting the two to match, especially since I just created a link
bars with about 15 entries. My other navigation is way off as well.

You must publish the entire web in order to update the navigation.
Do a complete publish, then do a publish with change page only selected.
