Massive fonts in browser window

My brothers IE browser window is displaying fonts at an
incredibly huge size where if there is a capital 'A' for
the word appearance, all you can see is the top half of
the A (looks like a triangle).

Every website is like this and I suspect its a fault
associated with windows accessibility features.

If anyone thinks they could tell me how to fix it in IE
or in regedit, that would be appreciated. btw, CTRL +
Mouse wheel doesnt solve it at all.

View, text size from within IE.

Also, go to IE tools, internet options, accessibility. Make sure no style
sheets are in use.
