Help (and other documentation) indicate that there is a
margin to a in the page properties box. But this tab is
not displayed in my version of front page.

xp office 2002
 
FrontPage disables features that don't meet your page compatibility
settings. The margins tab is only compatible with IE. FP, by default,
enables features compatible with IE and Navigator. You can change this to IE
only or Custom through the Tools | Page Options | Compatibility dialog.
