MAPISP32 Stops Responding.

I am experiencing the following article problem:

in Outlook 98 article 255902 OL98 MAPISP32.exe stops
responding in MAPI32.dll because a race condition and
multi-threaded notification.

This article states that a fix is available but I cannot
find it. Can you help.
