Managing shared list of contacts

We use public folders to manage shared groups of contacts.
For example our trustees.
Among those contacts, are distribution lists that relate to different board
meetings and subgroups.
Unfortunately distribution lists are not well supported. (Not easy to
manage, requires a lot of manual data entry.
I see mention of categories and subfolders as alternative options.
Subfolders again would seem to require manual entry to maintain and set up.
Categories will be challenging to explain to our executive assistant, though
possible.
How do others manage this for their companies without enterring the data
individualy each time?
Could I suggest that contacts are drag and drop enabled in future versions?
This seems like a big hole in the UI.

Contacts are drag and drop... you can drop them to any contacts folder.
Categories would be the best method of managing these - multiple folders
tends to lead to duplicated contacts - and they aren't that difficult to
learn to use.
