Making shortcut using "Start In"

When creating a Windows shortcut to an application program, what is the
"Start In" field typically used for? What is put there that's different
than what's in "Target"? Thanks.
 
Target is where the program executable is. Start in is supposedly where it
will first look for files when you use the excuatable to open other files.
Rarely works.
